What’s Happening in the Village of Pleasantville Update – November 2022

-Leaf Pick-Up: Leaf pick-up is ongoing throughout the Village. Loose leaves are collected curbside through December 10 or the first snow fall, whichever comes first. After the first snow fall or December 10, all leaves must be bagged.  

-Winter Parking Regulation to start Dec. 1: Per Village Code, no vehicle shall be parked for a period longer than 1/2 hour on any street or highway in the Village at any time between the hours of 1:00 a.m. and 7:00 a.m. from December 1st through March 31st.  Cars parked in violation of the code are subject to a $25 fine.

-Holiday Sing-Along & Lighting Ceremony is scheduled for 7pm on Thursday, December 1 at Manville and Great Oak Lane. Enjoy live music, food truck and hot chocolate.

-Town Hall on Development in the Village: The Village Board hosted a town hall on November 16, which included discussions regarding the potential sale of the Cooley Street/Lane Lot parking lot. -Expanded Hours for Food Scrap Program: The Village of Pleasantville has expanded food scrap/compost drop-off hours at 1 Village Lane (DPW facility) as follows:

April 1 – Nov. 19

Saturdays: 6:00AM - 3:00PM at DPW SITE, 1 Village Lane, drop-off bins located outside DPW gate until 9AM

Thursdays: 8AM - 2PM at DPW SITE, drop-off bins located outside DPW gate

Dec. – March

Saturdays: 9:00AM - 3:00PM at DPW SITE, 1 Village Lane

Thursdays: 8AM - 2PM at DPW SITE, drop-off bins located outside DPW gate

-Manville Road Pedestrian Project: Work on the Manville Road Corridor Improvement Project has begun with the initial phase of the project focused on fire hydrant replacements, curb, sidewalk and drainage work. With temperatures dropping, winter conditions have taken effect and work will pause until early spring. For an overview of the Manville Road project, click here:

-Local Law Passed - Amendments to the R-2A Zoning District along Bedford Road: In June 2022, the Village Board initiated a zoning analysis of the R-2A District in response to inquiries about the potential for increased density through subdivision of large lots in the R-2A District, and to identify revisions to the Village Zoning Code to address any concerns about such development. The R-2A District roughly runs along Bedford Rd from Tompkins Avenue to Broadway. Based on the analysis, the Village proposed a Local Law, held public hearings, and in October passed a Local Law to revise Village Code §185-13.A. The Local Law specifies that future two-family homes must face and have their entire required lot width along Bedford Road, even in the case of a corner lot which has two front yards. This is intended to ensure that two-family development is focused on Bedford Road, a two-lane arterial road, rather than fronting along narrower residential side streets.

-Update – Westchester Power Community Choice Aggregation Program: Sustainable Westchester’s Community Electric Supply Program  was on a brief pause due to the unprecedented conditions in the energy market, over the last year, that have manifested in energy price increases that the program has never experienced since its inception 6 years ago. After months of navigating the market conditions, Sustainable Westchester secured a contract that began in November.  Residents who previously opted-out of the program will remain out, but can re-enroll by contacting Sustainable Westchester. -Electric Vehicle Charging Stations in Memorial Plaza: Two duel-port electric vehicle charging stations have been installed in Memorial Plaza. They’re located in the median north of the gazebo within the parking lot, serving four spaces for electric vehicles. EV cars actively charging will be permitted to park, with a cost of $.45 per KWH.

-Seasonal Ban on Fuel-Powered Leaf Blowers to Take Effect in 2023: The Village Board has passed a local law that bans the use of fuel-powered leaf blowers from May 15 to September 30. The regulation takes effect in May of 2023. Electric leaf blowers are permitted year round. -Quiet Hours Expanded on Weekends & Holidays: The leaf blower law included a change to ‘quiet hours’ on weekends and holidays, which is now in effect. Use of lawn mowers, leaf blowers and similar machines will be prohibited between 5 pm and 9 am on weekends (Sat/Sun.) and federally recognized holidays. This adds 2 hours to the quiet period (which previously started at 7 pm).

-Pool Update: The construction documents for the new pool were submitted in the summer to the County Department of Health (DOH) for review. The Village is awaiting comments back from the DOH, and the project’s timeline is tied to this review process. The anticipated start date of the project would be following the 2023 pool season. -Nannahagan Pond Flood Analysis: The Village engaged an engineer to assess options to limit damage to the pool when flood water comes over the dam at Nannahagan Pond. The engineer identified projects ranging from $600,000 to $1.1 million that would enhance stormwater protection. -Recycling App: The Village and Sustainable Westchester launched a mobile app, “Recycle Right Westchester,” to make it easier for residents to stay connected about waste and recycling collection programs. In the mobile app, you’ll find the garbage, recycling, and special pickup collection schedule specific to your address.  The app can also remind you of your collection day. -New Parking Rules in Memorial Plaza: Parking on the train station side of Memorial Plaza is reserved for permit holders on weekdays until 10 am. After 10 am on weekdays – and Saturday from 8 am to 6 pm – metered parking is available to anyone. Those with Memorial Plaza permits can park at any time without meter payment. Pay for parking at the pay stations – or via the Pango mobile app (available for Android and iPhone).

-Village Elections: Village elections for two Board of Trustee seats and Village Judge will be held on March 21, 2023. Village elections in Pleasantville are run by the Westchester County Board of Elections. Independent nominating petitions can be obtained from the Westchester County Board of Elections via the link below, and must be signed between January 3, 2023 and February 14, 2023.  Please contact the Westchester County Board of Elections at 914-995-5700 for more information. -Development Update: 

  • 444 Bedford Road – Preliminary mixed use development consisting of 40 apartment units was submitted for informal discussions only.
  • 1 Campus Drive – The Village has not received an application for any proposal at this site. The property is zoned for commercial campus / office use, so a request for a different use would require a zoning change by the Village.
  • Old Girl Scout Building/Property – Preliminary subdivision proposal for 6 new residential lots was submitted for informal discussions. There has been no formal application to date.
  • 70 Memorial Plaza – The three-level garage has been completed along with the exterior building envelope.  The mechanical phases are in the final stages as the interior finish will begin shortly. The owner anticipates substantial completion by the spring of 2023.
  • 52 Depew Street –The interior finish work is underway and the owner anticipates substantial completion by the new year. The developer is currently before the Architectural Review Board seeking amended approvals.  
  • 98 Washington Avenue – This is a 16-unit affordable housing project. After years of contract breaches and delays, Westchester County has to made the decision to sue MIGI Asset Acquisition LLC, (the property owner) for several breaches and failure to complete the project.
