What’s Happening in the Village of Pleasantville Update

1. Summer Camp – The Village intends to open summer camp in 2021.  COVID restrictions mean the camp will operate differently this summer from past years.  The Village has sent out a survey to understand how many parents would enroll children in summer camp and the most important features of our camp for parents and children. 2. Village Pool – The Village intends to open the Village Pool for the 2021 summer season. While operational, due to its age, the Village Pool requires extensive investment for either repairs to extend its life, or replacement. 3. Pool Survey – Results from the Pool Survey of over 936 people have been released and can be found here: https://www.pleasantville-ny.gov/sites/g/files/vyhlif1076/f/uploads/poolsurveyreportboard.2.3.pdf. Key findings include the desire of most villagers to maintain a separate kiddy pool and increase deck space. Consultants are being interviewed and the next step is to develop schematic design options and cost estimates.

4. Leaf Blowers – As a result of noise complaints from Village residents and a recommendation from the Conservation Advisory Committee, the Village held an online public forum on October 15th to hear from residents.  The Village plans to send out a survey exclusively for Village residents to better understand support for and opposition to any leaf blower restrictions. 6. Saw Mill River Parkway Work – Work continues in Mount Pleasant and Pleasantville between Exit 26 and Exit 30, as NYSDOT is elevating the roadway in order to meet 100-year flood projections. For more information on the project, please visit: https://lowerwestchesterbridges.com/

7. Floor Area Ratio Zoning Analysis – The Village is working with a professional planning consultant, BFJ Planning, to draft Floor Area Ratio legislation for consideration by the Village Board.  A public hearing will be scheduled before a law is adopted. 8. Police Reform Initiative – The Village is in the middle of a state-mandated process to explore police reform. A police reform meeting conducted in Spanish (with Trustee Paul Alvarez translating to/from English) will be held at 7:30pm on Wednesday, February 17 (Zoom meeting link:  https://zoom.us/j/99205002025?pwd=MnZOQjlGb2dKbC8xSCtYdVYvb1JQZz09). The next step in this process is to create recommendations around focus areas to include use of force, community policing/communications, training, and complaint & review procedures. These draft recommendations will be shared for public comment and input on February 25 at 7:30pm. 9. Manville Road Pedestrian Safety Project – This project, to improve pedestrian safety on Manville road from Memorial Plaza to Tompkins Avenue has been postponed until the spring of 2022 due to economic uncertainty.  The $1.5 million NY State Department of Transportation Grant partially supporting this project has been extended for a year.

10. Civic Space Project – This project to create a programmed civic space next to the train station has been postponed due to economic uncertainty. 

11. Village Elections – Village residents will vote on March 16, 2021 for Mayor and two Board of Trustee seats. The date for submission of Independent Nominating Petitions has now passed. 12. Reminder Winter Over Night Parking Restrictions in Effect -Per Village Code, no vehicle shall be parked for a period longer than 1/2 hour on any street or highway in the Village at any time between the hours of 1:00 a.m. and 7:00 a.m. from December 1st through March 31st.  Cars parked in violation of the code are subject to a $25 fine even if snow or ice are not predicted. 

Development Update:

  • 70 Memorial Plaza – Foundation work is complete on this 4-story building which will contain 79 apartments and street level retail space. The Village is discussing limiting through traffic on Cooley Street temporarily for construction safety. Completion is expected in 24 – 30 months.
  • 52 Depew Street – This planned 71-unit apartment structure was approved as of right (under existing zoning guidelines) by the Planning Commission in March of 2020.  Demolition work is ongoing with brownfield remediation to follow soon. Construction is expected to start within 6 months. This is dependent on the brownfield remediation work.
  • 98 Washington Avenue – This building will have 14 affordable units and is about 90% completed.
