What’s Happening in the Village of Pleasantville Update – October 2021

 1. Halloween Window Painting: Halloween window painting will take place in the downtown area on Saturday, October 23 at 10 am (with a rain date of Sunday, October 24). Please contact the Recreation Department at 914-769-7950 with any questions.

2. Ragamuffin Parade & Harvest Day: The Village will be holding its Ragamuffin Parade on Saturday, October 30, 2021. Participants are asked to line up at BRS at 11:30 am. The parade is scheduled to begin at noon, marching to Memorial Plaza where we will have rides, games and entertainment. 3. Candy Crawl: On Halloween (Sunday, October 31st) from 1-3 pm, volunteers from our Village Board, School Board and Town will join forces with the Pleasantville Volunteer Fire Department to crawl all the streets in the Village of Pleasantville and the Pleasantville Union Free School District. Candy will be thrown to children waiting in their yards. Listen for horns and creepy music! A candy donation box is now open at Village Hall (80 Wheeler Avenue). 4. Shredder Truck this Saturday, October 23 at 10am: Westchester County’s Shredder Truck will be located at the Village’s DPW Recycle Facility this Saturday. Residents may bring up to four file-sized (10”x12”x15”) boxes of confidential papers per household. Remove all large binder clips and covers. Papers from businesses, institutions or commercial enterprises are not acceptable and will be rejected, as will any junk mail or newspapers. 5. Work to South End of Memorial Plaza: The Village has initiated work on the south end of Memorial Plaza between Bedford Road and the gazebo. Work to replace the curb and sidewalk along the track side of Memorial Plaza will be occurring over the next two weeks. This will limit parking in plaza during weekdays. The work is designed to improve pedestrian safety, parking and traffic circulation. The overall project will extend into 2022, however part of the work will be completed by this fall. Although there will be construction work in various places, the roadway and most parking areas will remain open. The work includes: revising the curb and crosswalks around the gazebo to connect to a new pedestrian walkway to Cooley Street (being built as part of the construction at 70 Memorial Plaza); reducing the width of the median south of the gazebo—creating enough space to convert the perpendicular metered spaces to angled parking spaces on both sides of the roadway. We will lose the existing trees in that median, but new plantings are to be added elsewhere in the plaza; replacing light pole and fixtures; and, creating a new crosswalk on south end of Memorial Plaza. 6. Marijuana Discussion: On March 31, 2021, Governor Cuomo signed into law Chapter 92 of the Laws of 2021.  Known as “the marijuana regulation and taxation act” (MRTA), this legislation was enacted with the purpose of creating a regulated and taxed cannabis industry in New York and to provide for social and economic justice related to the sale and use of cannabis. Municipalities in New York may opt out of allowing retail dispensaries and/or on‐site consumption establishments from locating and operating within their boundaries.  To opt‐out, local governments must adopt a local law subject to a permissive referendum on or before December 31, 2021. The Village Board of Trustees has held two work sessions on the topic, and will soon be scheduling a public hearing to officially consider opting-out.

7. Memorial Plaza Parking Lot – Hybrid Proposal: The Village is considering implementing a hybrid model for the Memorial Plaza parking lot, which currently restricts parking to permit holders only from 6 am to 3 pm, Monday through Friday. The proposal would continue to restrict parking in the lot to permit holders only weekdays from 6-11 am and enable paid parking for those without permits from 11 am to 6 pm. Payment would be required for all parkers on Saturdays from 8 am to 6 pm.  New pay stations would be located in the lot, and people can always pay by phone via the Pango mobile app. Given that the Covid-19 pandemic has impacted commuter parking demand, this proposal would diversify the use of the parking lot. 8. Pool Update –The Village recently engaged with a consultant, Rimkunas Engineering (www.rimkunasengineering.com) to conduct an evaluation phase for a pool reconstruction project. Based on feedback from the community through the pool task force, public forums and a comprehensive survey, a schematic design was selected. The next step of the process is to develop construction documents, which is submitted to the Westchester Department of Health for review and approval. The initial project schedule is to start construction in the Fall of 2022.  

9. Manville Road Pedestrian Safety Project –The project to improve pedestrian safety on Manville road from Memorial Plaza to Tompkins Avenue has proceeded through NYSDOT’s review process. The project is estimated to cost $3-$4 million, of which $1.6 million would be reimbursed to us by a grant. A bond resolution that authorizes the bond cost of $4 million was passed by the Village Board, with public bidding of the project scheduled for later this year before making a final decision on whether to proceed.

10. Development Update –   

·70 Memorial Plaza – The three level underground garage completed; installation of the hvac, fire sprinkler, plumbing and storm water systems continue within the garage areas. Steel framing is in full operation with the exterior and interior stud framing along with window installation which is estimated to be completed in approximately 4-6 months - weather dependent

·52 Depew Street – Demolition work on the structures completed along with the site remediation and platform foundation. Framing of the upper levels is underway along with continued site work.

·98 Washington Avenue – This building will have 14 affordable units and is about 90% completed.
