Manville Rd. Improvement Project & Civic Space

The Manville Road Corridor Improvement Project proposes to create a safe and enjoyable pedestrian experience between Memorial Plaza and Tompkins Avenue. The project consists of modifications to improve pedestrian circulation in downtown Pleasantville, including sidewalk improvements, signal enhancements, speed calming measures, pedestrian signals, medians, and other improvements. The project has been awarded a federal grant of approximately $1.5 million, to be administered by the New York State Department of Transportation (Manville Rd is owned by NYS), due to its efforts to increase pedestrian safety. It's important to note that the Manville Road Corridor has an accident rate four times that of the New York State average. While the project prioritizes the creation of a safer and more pleasant environment for pedestrians, there is also the intent to ensure traffic flow in the area is not severely impacted. The links below include site plans overlaid on a map of Manville Road; a presentation of the traffic study; and, the summary of a peer review of the traffic study.

A significant component of the project is the removal of the Memorial Plaza “slip lane”, which presents an opportunity to create a civic space/pocket park in its place. After public workshops and meetings, an initial design for the civic space was developed, and subsequently value engineered with an estimated cost of $2 million. The updated design can be found below under “Civic Space – Updated Design”. At the conclusion of the Manville Rd project, improvements will be made to the north end of Memorial Plaza, which will remain in place until the full build-out of the civic space can occur. Renderings of this condition can be found below labeled 'Improvement to the north end of Memorial Plaza'.

The removal of the “slip lane” and addition of the civic space requires that the Memorial Plaza parking lot be adjusted. Specifically, the center median will be straightened with both the lot and median moved slightly east, enabling it to align with the civic space. The drawing can be found below, labeled as “Memorial Plaza Parking Lot Reconfiguration”.

Construction of the Manville Road Corridor Improvement project is underway and is expected to conclude in the fall of 2024. The Memorial Plaza Civic Space project is separate from the Manville Road Corridor Improvement project, and cannot proceed until the Manville Road project is completed.
